Ebamüslüm Doğan
Ebamüslüm Doğan is a real-estate consultant who has worked in land and field sales in Arnavutköy, Istanbul for more than 15 years; he is the founder of Çağrı Gayrimenkul and the developer of the e-yenişehir zoning/parcel query app. He turned the data he needed when selling parcels in the field (matching old cadastral parcels to new zoned parcels, net area after DOP, FAR/height) into an app anyone can use.
Areas of expertise
- Yenişehir reserve development area (Arnavutköy, 15 neighbourhoods): the 1/1000 implementation plan, plan notes, public-notice procedures.
- Article 18 of the Turkish Zoning Law (No. 3194): conversion of farmland into zoned parcels, DOP (readjustment share), reading allocation tables, the objection process.
- Shared-title fields and standalone parcels; resolving shares, subdivision/merger.
- The land market around the Kanal Istanbul corridor and Istanbul Airport.
- Processing parcel data, cadastral tables and zoning plans as data (e-yenişehir dataset: 19,262 cadastral parcels, 6,912 zoned parcels).
Why e-yenişehir was built
As Article 18 readjustments in Yenişehir went on public display stage by stage, parcel owners kept asking the same question: "Is my parcel zoned now, which new parcel is mine, how many square metres are left?" Official systems (the e-Devlet municipal query, İBB e-İmar, TKGM) work with the current parcel number and do not make this match. e-yenişehir cross-checks Ministry-approved plans, İBB e-İmar and TKGM data against notice tables and shows the new zoned parcels, the net area after DOP, FAR/height and a 3D view of the surroundings within seconds. The app does not replace an official certificate; municipal, TKGM and Ministry records prevail in official procedures.
Data and method
Sources: zoning plans approved by the Ministry of Environment, Urbanisation and Climate Change, İBB e-İmar, TKGM parcel geometry, municipal council decisions and public-notice tables. Every page shows its data date; parcels under notice are flagged. Neighbourhood summaries and the quarterly Zoning Report are published as open data (CC BY 4.0); no personal data about parcel owners is published.
