Arnavutköy / Yenişehir Zoning Report 2026-Q4
This report summarises the e-yenişehir dataset as of 2026-10-11: 19,262 cadastral parcels in the 15 neighborhoods of the Yenişehir reserve development area and the 6,912 zoned parcels they map to (about 7,858 hectares). It is refreshed every quarter; tables and raw data are published under CC BY 4.0 and may be reused with attribution.
Key findings
- Zoning use by number of parcels: residential 66.0%, commercial and mixed use 27.7%, social facilities (education, health, worship, public services, sport) 3.8%.
- By area the picture differs: residential 47.3%, commercial and mixed 20.8%, parks and green space 18.4%, waterway and technical infrastructure 10.1%. Reason: the Kanal Istanbul water surface and regional parks run to hundreds of hectares in a single parcel; in Şamlar, Hacımaşlı, Kayabaşı, Sazlıbosna and Çilingir these large public areas approach or exceed half of the neighborhood's zoned area.
- The most common height right on residential parcels is ground + 3 floors (Z+3); average FAR by neighborhood is in the table.
- By number of cadastral parcels the largest neighborhoods are Sazlıbosna, Tayakadın and Yeniköy.
- During the quarter, Yassıören Stage 1 (70 parcels) and the new Baklalı–Boyalık subdivisions were added to the dataset; details below.

Parcel percentages are based on the number of unique zoned parcels in the neighborhood (one cadastral parcel may be distributed across several zoned parcels; each zoned parcel is counted once). Area percentages are based on the plan area of zoned parcels; large parcels spanning several neighborhoods (e.g. regional park 833/1, Kanal Istanbul waterway 101/1) are counted with their full area in each neighborhood and once in the total row. All categories, including tourism, parks and technical infrastructure, are in the JSON/CSV on both bases. Cadastral parcel = the old parcel on the deed; zoned parcel = the new parcel after Article 18.
What changed this quarter (July–October 2026)
- Yassıören Stage 1 land readjustment: 1/1000 plan approved 23 Jan 2025; Arnavutköy Municipality council decision 19 Nov 2025 no. 2392; public notice 2–16 Dec 2025; DOP 36.1%; zoning blocks 100–110. 70 cadastral parcels were added from the notice table (not yet registered, flagged as 'under notice').
- Baklalı – Boyalık: 12 new parcels from 6 closed parent parcels and 14 new plan parcels processed; duplicate records between the old table and new numbers (e.g. 1306/3 ↔ 11072/4) reconciled via a TKGM scan; 15 child parcels (protection strip, park, road, waterway, commercial-residential) added.
- Hadımköy: the Ministry's Istanbul Provincial Directorate notice of 6 Oct 2026 for plan 449/4867 (master and implementation plans; objection period until 21 Oct 2026) published on the notice radar.
- Notice radar: Ministry (istanbul.csb.gov.tr) and PARSİD sources are now monitored; new notices are announced by neighborhood in the app and on the WhatsApp channel.
